There isn't one magic number. The better question is whether the shoes you own fit comfortably in the storage space you have and whether you actually wear them.
Keep the pairs you wear, need and enjoy. If you have additional shoes worth keeping but not enough prime closet space, move the overflow to another appropriate storage area.
For overflow shoes, I like clear plastic shoe boxes. You can see what's inside, they stack efficiently and they're easy to label on the outward-facing end.
If you want your shoe collection to look more like a display and the additional cost isn't an issue, clear acrylic shoe boxes can create a more finished look.
